Qilu network December 28, recently, the General Office of the Shandong Provincial People's Government issued the Shandong Province to fight agriculture and rural pollution control battle plan (2018-2020) (hereinafter referred to as the plan), further strengthen agriculture and rural pollution control work. In particular, in strengthening the comprehensive prevention and control of pollution from non-point agricultural sources, we made great efforts to implement four projects to comprehensively improve the ecological environment in agriculture and rural areas.
We will carry out the project to improve the recycling of agricultural production wastes
The Ministry of Agriculture and Rural Affairs has accelerated the resource utilization of livestock and poultry waste, and implemented the project of recycling livestock and poultry waste in the 44 major animal husbandry counties (cities and districts). By 2020, the utilization rate of livestock and poultry manure treatment and sewage treatment will reach over 90%, over 63%, and the comprehensive utilization rate of fecal pollution will reach 81%. Relying on the direct link and direct reporting information system of large-scale livestock and poultry farms of the Ministry of Agriculture and Rural Affairs, dynamic monitoring was carried out on the project implementation of resource utilization of livestock and poultry waste and comprehensive utilization of livestock and poultry waste.
We will strengthen the utilization of straw and agricultural film waste as resources. We will strengthen control over straw burning and strictly implement the main responsibilities of governments at all levels. A grid supervision system has been established in key areas, and supervision has been intensified in the summer and autumn harvest stages, and special inspections have been carried out to prevent straw burning. We will intensify scientific and technological research and development in the field of comprehensive utilization of straw, and strengthen demonstration and popularization of scientific research results. Efforts have been made to expand straw utilization channels for fertilizer, feed, energy, base and raw materials. By 2020, the province's comprehensive utilization rate of straw will reach 92%. Efforts were made to improve the recovery rate of agricultural film. We will carry out demonstration projects to prevent and control plastic film pollution, and accelerate the comprehensive recycling and utilization of agricultural film. We will select peanut, cotton, potato, garlic and other major mulched crops and their concentrated planting areas, and carry out trials of mulched film recycling and residue treatment on a county-by-county basis to strengthen the recycling and treatment of waste agricultural film. Promote the use of standard mulching film above 0.01mm to ensure the recyclability of mulching film from the source. We will establish a sound recycling system for waste agricultural film, gradually establish a recycling system for waste agricultural film, and pilot a system of extending responsibility for producers of plastic film "who produces and who recyks", so as to realize unified film supply and recycling by enterprises producing plastic film.
We will implement pollution prevention and control projects for large-scale livestock and poultry farming
We will make aquaculture production cleaner and industrial models more ecological. We will optimize and adjust the layout of livestock and poultry breeding, promote the establishment of standardized demonstration livestock and poultry breeding, and promote the green and sustainable development of animal husbandry. We will guide pig production to move to major grain-producing areas and areas with large environmental capacity. Promote clean breeding techniques such as water and material saving and practical technologies such as dry manure removal and microbial fermentation to achieve source reduction. Strictly regulate the production and use of veterinary drugs and feed additives, and crack down on the illegal use of veterinary antibiotics by production enterprises. The livestock and poultry farms (communities) above designated size will be included in the management of key pollution sources, and the sewage discharge permit system will be implemented for those large-scale livestock and poultry farms (communities) with sewage discharge outlets. Urge large-scale livestock farms (communities) that do not have supporting facilities for fecal waste treatment to build such facilities as soon as possible, and by 2020, all large-scale livestock and poultry farms should have standardized supporting facilities (or entrust others to make comprehensive use of and harmless treatment on their behalf) for storage, treatment and utilization of fecal waste and operate normally. The equipment matching rate of manure treatment facilities in large-scale breeding farms (communities) has reached 10% one year ahead of schedule.
We will strengthen prevention and control of aquaculture pollution
We will promote ecological and healthy aquaculture, and implement standardized renovation of aquaculture ponds. We will develop healthy farming methods such as large surface ecological enhancement aquaculture, industrial recirculating aquaculture, pond engineering recirculating aquaculture, centralized treatment mode of contiguous pond tail water, and promote ecological circular agriculture such as integrated rice and fishery farming. We will strengthen pollution control in fishery and aquaculture, explore a capacity control system for aquaculture, and comprehensively clean up cage aquaculture in open lakes and drinking water sources. Formulate and implement discharge standards for aquaculture tail water in coordination with other countries, and accelerate the promotion of water conservation and emission reduction in aquaculture. Scientific development of non-feeding filter feeding and herbivorous fish breeding, to achieve "fishing to control grass, fishing to control algae, fishing to clean water". Strictly control baiting cage culture in rivers and coastal waters. We will promote actions to protect aquatic life, restore the aquatic ecological environment, and strengthen environmental monitoring in water areas.
We will carry out projects to protect and restore agricultural land and soil
On the basis of detailed investigation of soil pollution, the classification of cultivated land soil environmental quality will be promoted in an orderly manner, and a classification list will be established by the end of 2020. In light of the situation of soil pollution and agricultural products exceeding the standard, counties (cities and districts) where arable land for safe use is concentrated should formulate and implement plans for the safe use of contaminated arable land in combination with local main crop varieties and planting habits, and adopt measures such as agronomic regulation and control and alternative planting to reduce the risk of agricultural products exceeding the standard. We will strengthen management of the use of farmland under strict control, designate areas where production of specific agricultural products is prohibited in accordance with the law, and prohibit the cultivation of edible agricultural products. Focusing on areas where heavy metal pollution is prominent in cultivated land and areas where the mining and smelting of lead, zinc, copper and other non-ferrous metals are concentrated, enterprises in key industries involving cadmium and other heavy metals will be investigated and remedied to cut off the channels for pollutants to enter farmland. The e cultivated land that is difficult to effectively cut off heavy metal pollution routes, has serious heavy metal pollution in the soil, and the problem of excessive heavy metal in agricultural products is prominent, shall be timely classified into the strict control category, and strict control measures shall be implemented to reduce the risk of excessive cadmium and other heavy metals in agricultural products. According to the degree of agricultural land pollution, environmental risks and their impact scope, the key areas for soil pollution control and restoration should be determined, and soil pollution control and restoration should be carried out in an orderly manner. By 2020, the state has set targets for the safe use of lightly and moderately polluted cultivated land, for adjusting the planting structure of heavily polluted cultivated land or returning farmland to forest or grassland, and for controlling and restoring polluted cultivated land.
